CESBG Governing Board

The Center’s governing board provides oversight for the work of the Center and of its constituent Councils. The governing board is made up of an odd number of no more than nine leaders who bring expertise as school board members, superintendents, school board coaches, and representatives from the organizations that are the Center’s charter members.


Council on Effective School Board Standards 

The Standards Council develops and maintains the Effective School Board Practices that are used to externally evaluate the effectiveness of school board behaviors, as well as the Effective School Board Framework that is used as a continuous improvement and self evaluation tool. The practices are independent of any specific governance system or framework. The framework is one example of how the standards can be implemented. Both are used as part of the coach certification process. The Standards Council is made up of an odd number of no more than fifteen leaders who bring expertise as school board members, superintendents, school board coaches, state board of education members, state legislators, state education agency representatives, at least one member of the Center’s governing board, and representatives from the organizations that are the Center’s charter members.



Council on Effective School Board Coach Certification

The Certification Council develops and maintains the national Effective School Board Coach certification process that is used as the most highly respected nation-wide credential for school board coaches. The certification process relies on the Center’s Effective School Board Practices and the Effective School Board Framework, along with being informed by school board coach standards from states across the nation. The Certification Council is made up of an odd number of no more than fifteen leaders who are predominantly certified Effective School Board Coaches, at least one member of the Center’s governing board, at least one member of the Center’s Coaches Council, and representatives from the organizations that are the Center’s charter members.

Council of School Board Coaches

The Coaches Council provides practitioner insights to the Center’s board, councils, and activities. With a 2/3 vote of quorum (50% + 1), the Coaches Council can make recommendations to the Standards Council or Certification Council that they must agendize for consideration. The Coaches Council is made up of an odd number of no more than twenty-one school board coaches, at least a simple majority of whom are or have previously been certified Effective School Board Coaches (the Center’s governing board has the authority to vote to approve a request for exceptions).


Founding Members

Organizations that made an initial commitment to supporting the creation of the Center are considered Founding Members and enjoy special privileges in the Center’s bylaws. The following organizations are Founding Members of the Center:



Charter Members

Organizations whose work is critical to the ongoing success of the Center are eligible for Charter Member status and they, upon joining the Center, enjoy special privileges in the Center’s bylaws. The following are eligible for Charter Member status:

  • Each of the state school board associations (including territories & DC) as well as NSBA,  CSSBO, and CGCS

  • Each of the 50 state education agencies (including territories & DC) as well as NASBE & CCSSO

  • All state-approved accreditation bodies (including Cognia)

  • US Department of Education as well as ECS, NCES, & NAGB 

  • All Founding Members
